The Cooperation and Competition Panel (CCP) has found a lead commissioner has acted in a manner that will impose material costs on patients and taxpayers. The CCP's findings follow an investigation of a conduct complaint made by Circle Health concerning restrictions on hospitals providing or seeking to provide elective care to patients in the PCT areas of Wiltshire and Bath and North East Somerset.

30/09/11 - CCP clears Oxford merger

The Cooperation and Competition Panel (CCP) has cleared the proposed merger between the Oxford Radcliffe Hospitals NHS Trust and the Nuffield Orthopaedic Centre NHS Trust after concluding that the resulting benefits to patients outweigh any reduction in choice and competition.

In concluding its review of the proposed merger of Norfolk and Waveney Mental Health NHS Foundation Trust (Norfolk and Waveney MHFT) and Suffolk Mental Health NHS Partnership Trust (Suffolk MHT) the Cooperation and Competition Panel (CCP) has found that that the proposed merger is not consistent with the Principles and Rules for Cooperation and Competition (Principles and Rules).

17/12/2010 - Cooperation and Competition Panel (CCP) to conduct a sector review into the operation of the 'any willing provider' model of choice in elective NHS services

The CCP has been asked by the Department of Health and Monitor to conduct a study into the operation of the 'any willing provider' model of choice in acute elective NHS-funded healthcare services in the context of the Principles and Rules for Cooperation and Competition (Principles and Rules). The CCP invites anyone interested in making a submission to do so by 31 January 2011.

19/11/2010 - Commissioning and procurement of secure mental health services by North West Specialised Commissioning Group: Investigation of a complaint by Hanover Healthcare

Following a conduct complaint submitted by Hanover Healthcare - a provider of mental health services - the CCP has found that the North West Specialised Commissioning Group's use of four year exclusive framework agreements for secure mental health services breached the Principles and Rules for Cooperation and Competition. It has invited comments on suitable remedies.

The Department of Health and Monitor have welcomed the findings of the Cooperation and Competition Panel's (CCP) study of restrictions on consultants' use of their non-contracted hours and has recommended all NHS consultants and employers take account of the report's conclusions.

The CCP has today published a short guide to the CCP and a progress report that describes the cases it has completed so far, what its findings have been, and what early lessons have been learnt. The guide and progress report reflect the CCP's ongoing commitment to ensuring that stakeholders are clear about what the CCP does, how the CCP does it and the ways in which parties can engage most constructively with the CCP in carrying out is work.

The CCP has advised the Department of Health and South East Coast Strategic Health Authority that the proposed merger of West Sussex Health and South Downs Health NHS Trust is consistent with the Principles and Rules of Cooperation and Competition and should be allowed to proceed.

18/12/2009 - The CCP finds NHS Kingston's decision to deny the opening of a new branch surgery to be inconsistent with the Principles and Rules for Co-operation and Competition

The Co-operation and Competition Panel (CCP) has concluded that a decision made by NHS Kingston not to allow a GP practice, Churchill Medical Centre, to provide NHS services from a new branch surgery is inconsistent with the NHS' Principles and Rules for Co-operation and Competition.
